Some days ago, China Security & Fire Co., Ltd and Zhucheng People’s Government held a contract signing ceremony to finalize cooperation on Zhucheng Smart City construction. This also signified the official commencement of Zhucheng Smart City development and construction. Approximately RMB2 billion is invested in this project.
The two parties decided to adopt the PPP model for investment and operation. China Security & Fire and the organization appointed by Zhucheng Government jointly registered a project company with a proposed registered capital of RMB100 to RMB400 million, in which China Security & Fire will contribute 90% and Zhucheng government will contribute 10% (PPP model is a cooperation model of government and social capital).
According to the contract, this project consists of basic urban public database, smart government affairs improvement, universal smart social management, smart medical care, new rural smart community, smart education and fire, IOT Big Data platform, etc. After completion of this project, Zhucheng’s network infrastructure will be completely upgraded, with broadband, wireless and integration of three networks (telecom, internet and TV & broadcast) as the core, with a high-speed and safe information network system being built. Specifically, a perfect database, information and resource sharing platform and a perfect sharing mechanism would be available. Synergized and shared smart government systems would fully support governmental management work, making running, management and service of governments more efficient. Information service systems for various fields would promote and popularize information service and deepen information applications. Urbanization would be accelerated to promote integration of urban and rural public services and social administration. Emerging industries like e-commerce and information industry would be developed to accelerate interaction between industries and cities. In this way, informatization and smartness could make breakthroughs in solving problems during urbanization, like transportation, medical care, upgrade and transformation of industries, reduce resource wastage, etc.

The contract signing ceremony was presided by Sun Lu’an, Director and CPC Secretary of Construction Bureau of Zhucheng, Li Qinghua, Member of Standing Committee of CPC in Zhucheng and First Deputy Mayor, Han Peiwu, Director of Finance Bureau of Zhucheng. Also present at the ceremony was Qu Chunsheng, Director of Development and Reform Bureau. Zhou Xia, Vice Chairman and President of China Security & Fire and Li Qinghua, Director and CPC Secretary of Construction Bureau of Zhucheng signed the Cooperation Contract on Zhucheng Smart City Construction between China Security & Fire Co., Ltd. and Zhucheng People’s Government, respectively. Zhou Xiao extended his thanks to the full support and trust given by CPC’s Zhucheng Committee and Zhucheng People’s Government, and said, “As a pilot city in National Smart Cities 2014, Zhucheng has great potential for development. This cooperation is a significant event where Zhucheng and China Security & Fire can win together through their complementary nature, and it can inject new life into Zhucheng’s economic and social development. We will leverage our technological advantages, as well as our advantages in capital and human resources to promote construction of Zhucheng Smart City together with Zhucheng People’s Government, and contribute to construction of Zhucheng Smart City.
